Key STRO Compliance Requirements
Obtaining a license is just the start. These are the ongoing obligations that keep you legal and in good standing with the City of San Diego.
Valid STRO License
Every rental must have an active license matching the correct tier. Licenses expire after 2 years and must be renewed. Operating with an expired license triggers immediate fines and platform delisting.

❌ Operating Without a Valid License $1,000+ per violation
The city actively monitors platforms and issues citations. Airbnb and VRBO will delist your property immediately upon detection. This is the most serious violation — the city can audit retroactively.

Back taxes plus a 25% penalty plus accruing interest. The city can audit up to 3 years back. Even if guests paid TOT to Airbnb or VRBO, you remain responsible for verifying proper remittance.
❌ Accepting 1-Night Bookings License suspension risk
Tier 3 and Tier 4 licenses require 2-night minimums with zero exceptions. Even accidental 1-night bookings count as violations. Your management company must enforce this at the platform level, not after the fact.

Three verified complaints within 2 years can result in non-renewal. Noise violations, parking issues, and unruly guests all trigger the complaint process. Prevention requires 24/7 guest management and enforceable house rules.
❌ Operating Under the Wrong Tier License invalidation
Renting whole-home under a Tier 1 or Tier 2 primary residence license, or exceeding day limits, invalidates your license. You’ll need to reapply — and may lose eligibility if caps have been reached in your tier.
❌ Expired License Renewal Immediate delisting
Operating after expiration is treated as operating without a license. Platforms delist immediately. Renewals open 60 days before expiration — missing this window can mean weeks or months of lost revenue.
Mission Beach Exception: Tier 4 Licensing
Mission Beach operates under Tier 4 STRO licensing, with a cap of 30% of housing units — far higher than the 1% cap citywide. All Tier 4 licenses are currently issued, and licenses are not transferable, meaning they cannot be purchased with a property or acquired from a previous owner.
