The Waitlist Is the Only Path to a Tier 4 License
All Mission Beach Tier 4 licenses have been issued. The most recent application window ran July 1 β August 15, 2025, and is now closed. A random lottery determined waitlist positions. New licenses are only issued as existing holders surrender or fail to renew theirs. Monitor the City’s STRO website for any future application windows.
What Is a Tier 4 STRO License?
San Diego’s short-term rental ordinance uses a four-tier system. Tier 4 covers whole-home rentals in the Mission Beach Community Planning Area β properties rented out for fewer than 30 consecutive days where the owner does not need to be present.
Mission Beach has a higher cap than the rest of the city: 30% of housing units, compared to just 1% citywide for Tier 3. That sounds generous, but the neighborhood is small and densely built, so the license pool filled quickly when applications first opened in 2022.

Tier 4 Licenses Are Not Transferable
A Mission Beach STRO license belongs to the individual host β not the property. When a property sells, the license does not transfer to the new owner. The buyer must get on the waitlist themselves. There is no legal way to purchase, inherit, or transfer a Tier 4 license through a property transaction.
This matters enormously for buyers evaluating Mission Beach investment properties. Some sellers (and their agents) may imply that the license conveys with the sale. It does not. Always verify directly with the City’s STRO office before purchasing with rental income assumptions based on a Tier 4 license.

1. Check Your Waitlist Position
If you applied during the JulyβAugust 2025 window, your position was determined by the random lottery and published on the City’s STRO website by August 22, 2025. Check sandiego.gov/stro for the current waitlist and sign up for email updates so you’re notified when your position is reached.
2. Consider a Mid-Term Rental Strategy
Rentals of 30 days or more fall outside the STRO ordinance entirely β no license required, no lottery, no cap. Many Mission Beach owners use a hybrid approach: short-term in peak summer months when they already have a license, and mid-term in slower seasons to fill gaps. If you’re waitlisted and not yet licensed, a mid-term strategy keeps income flowing while you wait.
3. Look at Tier 3 Neighborhoods
If getting into Mission Beach vacation rentals is the goal but you haven’t purchased yet, consider La Jolla, Pacific Beach, or Ocean Beach. Tier 3 licenses in these neighborhoods are currently available on a first-come, first-served basis β no waitlist, no lottery. You could be licensed and operational within weeks of applying.
Tier 3 Availability Won’t Last Forever
As of late 2025, approximately 896 Tier 3 licenses remained before the 1% citywide cap is hit. Once that cap is reached, the only way to get a Tier 3 license will be to wait for someone to give theirs up β exactly the situation Mission Beach owners face today with Tier 4. If you’re considering a vacation rental investment, applying for a Tier 3 license sooner rather than later is the strategic move.
4. Hold Your Existing License Carefully
If you already have a Tier 4 license, treat it as the valuable asset it is. Renew on time β renewal notices are sent 60 days before expiration and must be acted on promptly. A lapsed license cannot simply be reactivated; you’d be placed back on the waitlist. And with no active waitlist window currently open, that could mean an indefinite wait.
